Open Letter To My Brothers

I appeal to you, as a former proud member of the I.P.S. fraternity.  At 91+, I am one of the few living I.P.S. nonagenarians!  I served the people in Maharashtra, Gujarat and Punjab, dispensing justice as was their right.

I do not intend to preach to you!  I do not intend even to advise, because times have changed, political compulsions have changed and more importantly, politicians are of a different breed from the freedom-fighters who formulated a policy in post-Independent India.

But the values of honesty, compassion, yearning for truth and justice, commitment to the law and the Constitution are always constant and should hold the first spot in your mind’s eye whenever you think, decide and finally act.  As a true leader of men, your diktat should guide the thinking and the actions of those who serve under your command.

While tackling crime and criminals the extraordinary methods, nay the classical methods of fighting terrorism cannot be replicated in normal times.  Gang lords and big criminal gangs come into existence because they use the money to bribe police officials and their political masters.  It is the nexus between the criminals, the police and the politicians that create these Frankensteins!  You know this as well as any ordinary policeman.

As I said earlier I do not dare to advise you.  There is nothing much you can do to sway the politicians, but you can surely compel your own men to desist from supporting the criminals thereby shaking one important leg of the three-legged nexus!

The politicians will not ask you to allow the criminals to operate.  They may ease you out of your position at the top, but that is a much nobler option than to be privy to the creation of a Vikas Dubey!

And speaking of Vikas Dubey, his elimination involved usurping the role of the judiciary!  The investigators should not be empowered to prosecute and judge also as is happening in the country now!  Do you consider this wise or just or civilized?  Do you feel the necessity of a police state called India?  The rise of criminals who ambush and kill law enforcers, who escape so easily from their custody snatch the policemen’s weapons and Rambo like take them on till killed is so common now and so routinely applauded by the middle classes that political bosses have turned calamity into pasture grounds on the ooze of which they can feed!

The murder of the father and son duo in the Tuticorin district of Tamil Nadu is even more disturbing because cruelty had consumed the perpetrators to such an extent that even middle-class support did not materialise!  Shameful!  Every policeman in India should hang his head in shame.

I am not going to offer solutions.  Arm-chair advisors often do more harm than good.  I am sure you will devise a strategy where fake encounters and brutal methods of interrogation are abandoned in favour of not allowing Vikas Dubeys to rise in the first place and in favour of quick trials of the Vikas Dubeys who slip through your net!

Here allow me to break my promise to not pontificate.  I beg I.P.S officers to please stop the ugly spectacle of jockeying and lobbying for cutting-edge posts in the hierarchy.  This involves the sale of your independence to political bosses who in turn will ‘request’ you to do things that you know will weaken your own authority over those you have to command‼️

About Julio Ribeiro

Julio Francis Ribeiro (1929), is probably the only living IPS officer, who spent all his life in policing and held increasingly responsible positions during his career and led the highly demoralized Punjab Police when terrorism was at its top in the state. In 1987, he was awarded India's third-highest civilian award Padma Bhushan.

Ribeiro joined the Indian Police Service in 1953 and rose to be the Commissioner of Mumbai Police from 1982 to 1986. He was promoted to Director General of Central Reserve Police Force, then to Director General Police of Gujarat.

Ribeiro served as Director-General of Punjab Police during its worst years of terrorism and reportedly told his officers to follow "bullet for bullet" policy to crack down on terrorists.

He also served as  Special Secretary to the Government of India in the Ministry of Home Affairs. Later he was made Indian Indian Ambassador to Romania from four years in1989.

Hours before her death On May 25, the 25-year-old struggling cine star Preksha Mehta wrote on her Instagram "เคธเคฌเคธे เคฌुเคฐा เคนोเคคा เคนै เคธเคชเคจों เค•ा เคฎเคฐ เคœाเคจा" and then she commits suicide. She was not a big star like Sushant Singh Rajput but was no less talented. Her death went unnoticed. Her acting in Crime Petrol serials and movie "padman" was well appreciated. She was probably upset because she had no work due to lockdown.

So was the death of unemployed actor Manmeet Grewal, he had no money, burdened with debt, saw no source of income in the coming months. And the easiest way to get rid of it was to commit suicide. So far, seven suicides have been reported. These are the suicides of struggling artists who had at least proved their presence in the industry.

Since January 24 this year, Bollywood has witnessed seven suicides or unnatural deaths. All the artists who lost their lives are no big stars. Most of the deaths went unnoticed, even the film industry hardly bothered to find a reason behind this sudden surge in suicides.

Some call it the suicides were because of mental stress, some say it financial stress or work pressure. Whatever one may say, but all is not well in 'Bollywood'. The struggling stars, who work under pressure and stress to fulfil their dream, are probably going through the worst phase today.

Sushant Singh Rajput's and his former manager Disha Salian's suicide got noticed because they had managed to earn some position in Bollywood. Rest were mere 'struggling stars' who got attracted towards the name and fame of this 'dreamworld'.

CBI or ED inquiry may not be required to probe into all suicides. But those who are successful in the industry need to look into the plight of these struggling stars. Such deaths would continue to increase in the coming months for lack of work in the wake of COVID-19. 

Following are the details of the suicides in the Bollywood

Sejal Sharma, a TV actor committed suicide by hanging self at her residence, was said to be depressed after she suggested the same in her suicide note. However, her mother has dismissed the claims that Sejal had depression, adding the actor had even landed a lead role recently. According to a report in Amar Ujala, Sejal’s mother said, “She had got a lead role. I don’t know what happened after that she chose to kill herself.” Donal Bisht, who worked with Sejal on the show Actor of Dil Toh Happy Hai Ji also revealed that the actor had auditioned for a role and was also shortlisted.

Sejal had reportedly said, “I can’t take the pressure of this hard life” in her suicide letter which seems to have been written in a hurry and was not legible.  In another report in Mumbai Mirror quoted a Thane police official as saying, “We are calling experts to decipher many words in the letter written cursively. However, from whatever we have been able to understand, she was tired of the struggles in life. He also informed that she also apologised to her parents stating that they would have to live with the stigma for her decision (of committing suicide).” “In the note, she has not blamed anyone for her decision to take the extreme step,” he added.

Unemployed actor Manmeet Grewal commits suicide, neighbours refuse to help fearing he had Covid-19. The 
TV actor Manmeet Grewal, who was seen in shows such as Aadat Se Majboor and Kuldeepak, committed suicide at his residence in Navi Mumbai on Friday night, as reported by Bombay Mid-Day. The actor was burdened by debt and couldn’t find any work due to lockdown.

The 32-year-old actor was found hanging in the bedroom by his wife who tried to save him. However, her cries for help went unanswered by neighbours who believed Manmeet may have contracted coronavirus.

Manmeet’s friend Manjit Singh told Spotboye, “He was very normal that evening, went to his room and locked it from inside. That time his wife was in the kitchen making food. When she heard the noise of a chair, she rushed to the bedroom and held him. She screamed a lot for the help and neighbours did come hearing the noise but no one came forward to help or get him down.”

Finally, a security guard came forward and brought down the body by cutting the dupatta. He was taken to a nearby hospital where he was declared dead on arrival. “The actor was in so much trouble, that they had mortgaged golden ornaments. He didn’t have money to pay Rs 8500 as rent,” an officer from the police station said in the report. Manmeet is survived by his wife and parents who stay in Punjab. The couple got married two years ago.

Preksha Mehta (May 25, 2020)

The 25-year-old Crime Patrol actress Preksha Mehta commits suicide in Indore (Madhya Pradesh) after chilling last message on Instagram Actress Preksha Mehta committed suicide on May 25 night. The actress, who has been a part of shows like Crime Patrol, Laal Ishq and Meri Durga, was found hanging at her residence in Indore in Madhya Pradesh. Preksha has also worked in the Akshay Kumar-starrer Pad Man.

According to reports, the actress hanged herself in the night but the family got to know about it only in the morning. Preksha's father was the first person to see her. She was rushed to the hospital but was declared brought dead.

Preksha posted a chilling message on her Instagram account before taking her life. She wrote, " เคธเคฌเคธे เคฌुเคฐा เคนोเคคा เคนै เคธเคชเคจों เค•ा เคฎเคฐ เคœाเคจा” The worst is when your dreams die.

 

Preksha's the last post on Instagram was a selfie, captioned with lyrics from the popular song Agar Tum Saath Ho. Soon after the news about her suicide broke, her last post on Instagram was flooded with comments from fans saying 'RIP'.

Preksha, who moved to Mumbai two years ago, was reportedly quite worried due to the lockdown, and was concerned about not getting work once the lockdown ends.

Preksha's suicide comes just days after actor Manmeet Grewal taking his own life due to financial issues.

All television and film shoots have been suspended from March 19 to keep the novel coronavirus at bay. This has left many actors and technicians jobless and anxious about their future.

The manager of late actor Sushant Singh Rajput  allegedly committed suicide by jumping from the 14th floor of her multi-stories flat. In a statement issued by the Mumbai Police, she was out of work and suffered a loss of Rs 40 lakhs The major financial loss was caused due to the failure of these two projects and due to lack of work, she was very upset and tensed.

Close friends of Disha Salian who were present at her Malvani house on the day of the incident have also confirmed that she used to be quite disturbed.  Mumbai Police shared that they have also asked for help from other people to share any other information if they have.

He was an Indian actor who is best known for his work in Hindi Cinema. He started his career with television serials. His debut show was star plus’s romantic drama ‘kis desh mein hai mera dil’ (2008) followed by a starring role in Zee TV’s soap opera Pavitra Rishta (2009–2011).

Rajput made his film debut in the buddy drama Kai Po Che (2013), for which he received a nomination for the Filmfare Award for Best Male Debut. He then was starred in the romantic comedy Shuddh Desi Romance (2013) and as the Titular detective in the action thriller detective byomkesh Bakshy (2015). His highest-grossing releases came with a supporting role in the satire PK (2014), followed by the titular role in the sports biopic M S Dhoni: the Unford Story (2016). For his performance in the latter, he received his first nomination for the Filmfare Award for Best Actor.

Rajput went on to star in the commercially successful films Kedarnath (2018) and Chhichhore (2019). His last film Dil Bechara (2020) was released posthumously on Hotstar. It became the most viewed movie for that platform with 95 million viewers within 24 hours. Nity Aayog the policy think-tank of The Indian government, signed him to promote the Woman Entrepreneurship Platform (WEP) Apart from acting and running a technological startup, Rajput was actively involved in helping young students. He was also the co-founder of an AI and technology company and a charity based company for social work. Rajput died by suicide at his home in Bandra, Mumbai at age 34.

Sameer Sharma, Died on August 5:

Actor Samir Sharma Death: The 44-year-old actor - seen in Balaji Telefilms' popular TV series "Kyunki Saas Bhi Kabhi Bahu Thi" and "Kahaani Ghar Ghar Ki" - was found hanging in the kitchen of his Malad home.

His body was found by a security guard who alerted other members of the apartment complex. The actor was living on rent at the Malad home.

A case of accidental death has been registered. "We have not found any evidence that suggests he may have been killed. Also, no suicide note has been found at the house so far. We are still investigating the case," an officer said. The body has been sent for autopsy.

Samir Sharma - a familiar face on the small screen - was also seen in the 2009 Bollywood movie - "Hasee Toh Phasee". He acted in several TV shows- "Dil Kya Chahta Hai", "Geet - Hui Sabse Parayi" and "Left Right Left".

Amupma Pathak (August 6)

Bhojpuri actress Anupama Pathak commits suicide at her residence in Mumbai

Bhojpuri film actress Anupama Pathak allegedly committed suicide in north Mumbai's Dahisar suburb, police said on Friday.

Pathak, 40, was found hanging at her rented flat on Sunday, police said.

Hailing from Purnea district in Bihar, she had moved to Mumbai and worked in Bhojpuri films and TV shows.

A day before taking the extreme step, she had shared in a Facebook video that she was cheated and was unable able to trust anyone. In the video, she spoke about trust issues and not having friends who can be of help.

She ended her life when her husband was out for some work, police said. A suicide note was found at the spot.

A police official said she felt cheated as a friend did not return her two-wheeler and was also upset as she was out of money and work during the Coronavirus-induced lockdown.

“Bye-bye, Good night” was her last Facebook post, the official said.

India’s Recovery Rate leaps past 83%

Recovered Cases exceed Active Cases by more than 41.5 lakhs

India continues to report high number of recoveries. The recovered cases have exceeded the new confirmed again during the past 24 hours.  With this, India’s Recovery Rate has leaped past 83% today.

84,877 recoveries have been registered in the last 24 hours in the country while the number of new confirmed cases stands at 70,589. The total number of recoveries has touched 51,01,397.

73% of the new recovered cases are being reported from ten States, viz. Maharashtra, Karnataka Andhra Pradesh, Tamil Nadu, Uttar Pradesh, Delhi, Odisha, Kerala, West Bengal and Madhya Pradesh.

Maharashtra is topping the list with nearly 20,000 recoveries while Karnataka and Andhra Pradesh both contribute more than 7,000 to the single day recoveries.

The sustained high level of recoveries have led to further widening of the gap between active and recovered cases. Recovered cases exceed the active cases (9,47,576 ) by more than 41.5 lakh (41,53,831). The recovered cases are 5.38  times the active cases ensuring that the recoveries are consistently rising.

The active caseload of the country presently is merely 15.42% of the total positive cases and is consistently declining.

The following two graphs depict the changing scenario of the active cases in the top ten states between 23rd and 29th September.

Maharashtra continues to lead this tally. It has contributed more than 11,000 followed by Karnataka with more than 6,000 cases.

There have been 776 deaths in the past 24 hours.

10 States/UTs account for 78% of the deaths in the last 24 hours due to COVID.

Of the new deaths, Maharashtra reported more than 23% of deaths with 180 deaths followed by Tamil Nadu with 70 deaths.

Today after a long time India see a remarkable decrease in new cases (less than 70,000), daily death came down to 777, and recovery increased by more than 85,000.



All these figures appear impressive considering the fact that we have just 9.5 lakh active cases of COVID-19 patients in the country and we have conducted more than 7.1 crore tests so far--which is only next to USA (10.5 crore tests).
It is a great sign of relief that, India has after eight months of COVID outbreak, our active cases are showing a decline, new cases which had touched almost one case a day came down to 70,000 cases a day and the daily death toll today is showing what it was in July August.
Having said all that India must not be complacent and invite the second wave that could be more dangerous than the first wave (we are already seeing it in France).
It is time not to celebrate the decline but to be extra cautious.

For the sixth consecutive day, the number of new confirmed cases has been lower than the new recoveries.

A total of 86,508 new cases have been reported in the last 24 hours in the country. 75% of the new confirmed cases are concentrated in 10 States/UTs.

Maharashtra continues to top this list. It has alone contributed more than 21,000 followed by Andhra Pradesh and Karnataka with more than more than 7,000 and 6,000 cases respectively.

1,129 deaths have been registered in the past 24 hours.

10 States/UTs account for 83% of the deaths in the last 24 hours due to COVID.

Maharashtra reported 479 deaths followed by Uttar Pradesh and Punjab with 87 and 64 deaths, respectively.

India has substantially ramped up its testing infrastructure across the country. As on date, there are 1810 labs including 1082 government and 728 private labs.

11,56,569 tests were conducted in the past 24 hours. The total number of tests has crossed 6.74 cr today.

 




India records the highest number of deaths and new cases in the world in COVID-19 cases, would continue to be on top for the coming months.

With a daily spike of 62,000+ for the past few days and death toll crossing 1000+, India is on top of the world. Earlier USA and Brazil had more patients than India, But for the past three-four days, India is on the top chart and if experts are to be believed, it would continue to be on the top for the coming months till COVID-19 peak flattens.

However, if there is any reason to be relaxed, it is the death rate, very low CFR (Case Fatality Rate), and the fact that India is conducting more than 7 lakhs tests a day. Presently, the health infrastructure is not as overloaded as we had seen in Spain, Italy, or in the USA.

daily deaths in india, aug 10People should not panic by the increasing number of cases. India is testing 7 lakhs, people, a day this practice has worked worldover. So is daily death cases, it is 1000+ presently, and when it would attain its peak, the daily death might touch 2000+ (as reported in Western countries).

And since we have 137 crore population, this phase may last for a few months to get the peak. Again Peak would differ from state to state. Presently it has densely spread in 10 most populated states, in others, it is still in a spreading phase--may take a month or two.

Case Fatality Ratio, which estimates this proportion of deaths among identified confirmed cases, is almost 2 %--much less than what we had reported in Western Countries.

daily new casesHealth Infrastructure: If we ignore the initial rush and negligence in Delhi, Mumbai and Bihar (Patna), India health department has performed much better than other countries. Yet the actual test of COVID-19 would be seen in the coming months. So fa,r  COVID-19 infection still remained concentrated in 10 States that contribute more than 80% of the new cases. It means Half of India has yet to see the COVID-19 impact in the coming months.

India is lucky in that respect that most crowded places are apparently getting 'herd immunity' and less populated areas are likely to see its impact. This way there would not be any major pressure on health Infrastructure.

Secondly, unlike, Spain, Italy or USA, doctors and authorities in India got sufficient time to prepare for Testing, tracking and Treatment (the three T strategy it had launched) to fight COVID 19.

Fast Recoveries:

India's COVID-19 recoveries have crossed the historic peak of 1.5 million today (August 10). Recovery of 15,35,743 patients has been made possible because of the policy of TESTING aggressively, TRACKING comprehensively and TREATING efficiently. Better ambulance services focus on Standard of Care and use of non-invasive oxygen have given the desired results.

With the highest-ever single-day recoveries of 54,859 in the last 24 hours, the Recovery Rate amongst the COVID-19 patients has scaled another high of almost 70%.

The record high recoveries have ensured that the actual caseload of the country viz. the active cases has reduced and currently comprises only 28.66% of the total positive cases. India has posted more than 9 lakh recoveries than the active cases (6,34,945).

The coordinated efforts of Centre and State/UT governments on early detection through aggressive testing and efficient clinical management of hospitalized cases have shown results with continuously regressing Case Fatality Rate. It is 2%, as on date, and steadily declining. Early identification of cases has also led to steeply falling percentage active cases.

Early identification helps to ensure timely and prompt isolation of the mild and moderate cases and hospitalisation of the severe and critical cases thereby leading to the effective management of cases.

It is important to note that the COVID-19 infection still remains concentrated in 10 States that contribute more than 80% of the new cases. The aggressive testing and tracking through house-to-house surveys and well-implemented containment strategies and surveillance in these areas may lead to an initial increase in positive cases. However, well-implemented strategies will ensure it reduces over time.

There seems to be no chance of commercial production of COVID-19 vaccine as announced by CSIR that India intends to launch COVID 19 Vaccine when it ordered to start a trial of the vaccine in association with Bharat Biotech.

Bharat Biotech has categorically said that it does not want to launch the vaccine under "PRESSURE". He categorically told media that though the current pandemic is putting pressure on the company to come out with a vaccine quickly, "but we cannot rush as safety and quality are paramount".

He said the company has maintained clinical research of the highest standards and it was monitored by international agencies and communities. "It's a matter of prestige for the country. We won't be shortsighted on research and will produce the best quality vaccine," the company told.

It has already completed phase 1 of the trial successfully. But it did not announce the possible date when the Indian vaccine would be launched. It also said that the GSK or Sanofi (the global majors).

If there is any hope it may be from COVISHIELD developed by Oxford, trial II and II of which has already been announced in India and its commercial production would soon start in Serum Institute of India.

In a move that might expedite the commercial production of COVID-19, the Drug Controller of General of India (DGCI) has given approval to Serum Institute of India, Pune to conduct Phase II+III clinical trials of Oxford University-Astra Zeneca COVID-19 vaccine (COVISHIELD) in India.

Once the Phase II & Phase III is over, Serum Institute of India may initiate the commercial production of the vaccine. The Union Ministry of Health, however, did not give details of the testing and when it would be over.

covishieldAround 1,600 people are likely to participate in the clinical human trial of the COVID-19 vaccine developed by the University of Oxford. The first trial has already been completed successfully in UK. The second and third trial is probably done in India so as it could produce it here in India by SII (Serum Institute of India). Government has not yet given details of the trial.


Meanwhile, India continues to improve the Case Fatality Rate (CFR), and maintain its global position of having one of the lowest COVID fatalities rates. With a further fall, the current CFR touched 2.11% today. This is the outcome of the well-conceived and effectively implemented strategy of "Test, Track and Treat" which has guided the COVID management in the country.

The management strategy of COVID-19 also focuses on early detection and isolation of cases with seamless patient management and prioritising care of the high-risk population using field health care workers leading to increase in recoveries across the country. India has seen more than 40,574 patients recovered in the last 24 hours. This takes the total recoveries to 11,86,203 and Recovery Rate to 65.77% amongst COVID-19 patients.

With improving daily recovery number, the gap between the recovered cases & the active cases has increased to more than 6 lakh. Presently, it is 6,06,846. This means the actual active caseload is 5,79,357 and all are under medical supervision.

Ministry of Health and Family Welfare has issued Revised Guidelines for International Arrivals in supersession of the Guidelines issued on the subject dated 24th May 2020. They will be operational from 00.01 Hrs, 8th August 2020. For further details:
